This measure forms part of the national commitment to accelerating the climate and energy transition, as set out in the first revision of the National Energy and Climate Plan 2030 (PNEC 2030).&nbsp;<\/p>\n\n\n\n<p>EMER\u2019s mission is to ensure coordinated and effective action in achieving the targets defined in the PNEC 2030, promoting the integration of renewable energies into the national electricity system. To this end, it seeks to simplify licensing procedures, strengthen administrative transparency, and propose measures to guarantee the environmental, energy and financial sustainability of the transition under way.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">4th <em>Transformer Station<\/em>&nbsp;<\/h2>\n\n\n\n<p>In order to train the public bodies involved in licensing renewable energy projects, EMER has been organising training events called &#8220;<a href=\"https:\/\/emer.gov.pt\/posto-de-transformacao-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Transformation Posts<\/strong><\/a>&#8220;, which bring together the sector&#8217;s main <em>stakeholders<\/em>: authorities and decision-makers, promoters, consultants and other specialists.&nbsp;<\/p>\n\n\n\n<p>To build capacity among public entities involved in the licensing of renewable energy projects, EMER has been organising training events known as <strong>\u201c<\/strong><a href=\"https:\/\/emer.gov.pt\/posto-de-transformacao-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><em>Posto de Transforma\u00e7\u00e3o<\/em><\/strong><\/a><strong>\u201d<\/strong> (Portuguese for \u201cTransformer Station\u201d), which bring together the main stakeholders in the sector: authorities and decision-makers, developers, consultants, and other specialists.&nbsp;<\/p>\n\n\n\n<p>The 4<sup>th<\/sup> <em>Transformer Station<\/em> took place on 4 November, under the theme \u201cMyths of Energy and the Environment\u201d, and gathered more than 300 participants.&nbsp;<\/p>\n\n\n\n<p>The programme featured presentations on self-consumption and energy communities, transmission networks, digitalisation, sector regulation, and the carbon market..&nbsp;&nbsp;<\/p>\n\n\n\n<p>The authorities involved \u2013 namely the Portuguese Environment Agency (<a href=\"https:\/\/apambiente.pt\/\" target=\"_blank\" rel=\"noreferrer noopener\">APA<\/a>), the Directorate-General for Energy and Geology (<a href=\"https:\/\/www.dgeg.gov.pt\/\" target=\"_blank\" rel=\"noreferrer noopener\">DGEG<\/a>) and the Institute for the Conservation of Nature and Forests (<a href=\"https:\/\/www.icnf.pt\/\" target=\"_blank\" rel=\"noreferrer noopener\">ICNF<\/a>) \u2013 provided an overview of renewable energy in Portugal, the approval rates of projects, and the main challenges in their assessment and licensing.&nbsp;<\/p>\n\n\n\n<p>Although nature conservation was addressed transversally in several presentations, it was directly represented by the LIFE Aegypius Return project, dedicated to the conservation of the Cinereous Vulture (<em>Aegypius monachus<\/em>), and by the Vulture Conservation Foundation (<a href=\"https:\/\/4vultures.org\/pt\/\" target=\"_blank\" rel=\"noreferrer noopener\">VCF<\/a>), the project&#8217;s coordinating partner.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Bird conservation concerns were also emphasised by <a href=\"https:\/\/www.ren.pt\/\" target=\"_blank\" rel=\"noreferrer noopener\">REN<\/a> &#8211; Redes Energ\u00e9ticas Nacionais, which presented 25 years of progress in harmonising energy transmission systems with bird protection measures.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"http:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--1024x576.jpg\" alt=\"4th Transformer Station \u00a9VCF\" class=\"wp-image-41020\" srcset=\"https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--1024x576.jpg 1024w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--300x169.jpg 300w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--768x432.jpg 768w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--1536x864.jpg 1536w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--2048x1152.jpg 2048w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/4th-Transformer-Station-\u00a9VCF--18x10.jpg 18w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">4th Transformer Station \u00a9VCF<\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Myths, impacts and solutions<\/strong>&nbsp;<\/p>\n\n\n\n<p>The topics debated at the 4<sup>th<\/sup> <em>Transformer Station<\/em> included:&nbsp;<\/p>\n\n\n\n<p>&#8211; formal constraints on the installation of renewable energy projects;&nbsp;<\/p>\n\n\n\n<p>&#8211; decentralisation of energy production;&nbsp;<\/p>\n\n\n\n<p>&#8211; impacts of &#8220;clean&#8221; energy;&nbsp;<\/p>\n\n\n\n<p>&#8211; technical solutions to mitigate impacts;&nbsp;<\/p>\n\n\n\n<p>&#8211; decarbonisation and carbon neutrality.&nbsp;<\/p>\n\n\n\n<p>There is broad consensus that no form of renewable energy production, nor the associated electricity transmission system (power lines), is entirely free from negative impacts. These infrastructures are a known cause of <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0195925524002567?via%3Dihub\" target=\"_blank\" rel=\"noreferrer noopener\">mortality<\/a> for birds (and other flying species), particularly for large-bodied species such as vultures. In certain circumstances and contexts, this mortality may have demographic consequences for some populations, as widely documented in the scientific literature.&nbsp;<\/p>\n\n\n\n<p>In Portugal alone, within the scope of the LIFE Aegypius Return project, at least one juvenile Cinereous Vulture has been confirmed dead following <a href=\"https:\/\/4vultures.org\/pt\/blog\/vultures-have-personality-too-in-life-and-death\/\" target=\"_blank\" rel=\"noreferrer noopener\">collision with power lines<\/a> in the Douro Internacional region. Since 2010, nine further deaths due to <a href=\"https:\/\/4vultures.org\/pt\/blog\/two-cinereous-vultures-electrocuted-on-power-lines-in-tejo-internacional-portugal\/\" target=\"_blank\" rel=\"noreferrer noopener\">electrocution<\/a> have been recorded. Dozens of Griffon Vultures (<em>Gyps fulvus<\/em>) have also died in collisions with wind turbines in several wind farms across the country in recent years.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"768\" height=\"1024\" src=\"http:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/Cinereous-Vulture-killed-by-electrocution-on-a-power-line.-\u00a9Quercus--768x1024.jpeg\" alt=\"Cinereous Vulture killed by electrocution on a power line. \u00a9Quercus\" class=\"wp-image-41021\" srcset=\"https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/Cinereous-Vulture-killed-by-electrocution-on-a-power-line.-\u00a9Quercus--768x1024.jpeg 768w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/Cinereous-Vulture-killed-by-electrocution-on-a-power-line.-\u00a9Quercus--225x300.jpeg 225w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/Cinereous-Vulture-killed-by-electrocution-on-a-power-line.-\u00a9Quercus--1152x1536.jpeg 1152w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/Cinereous-Vulture-killed-by-electrocution-on-a-power-line.-\u00a9Quercus--9x12.jpeg 9w, https:\/\/4vultures.org\/wp-content\/uploads\/2025\/11\/Cinereous-Vulture-killed-by-electrocution-on-a-power-line.-\u00a9Quercus-.jpeg 1536w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\">Cinereous Vulture killed by electrocution on a power line. \u00a9Quercus<\/figcaption><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>For species with late maturity, single-egg clutches and small, relatively isolated breeding colonies, such as the Cinereous Vulture, the loss of a single individual can have significant consequences, potentially threatening the viability of the colony.&nbsp;<\/p>\n\n\n\n<p>Therefore, preventive and mitigation measures are essential to ensure the environmental sustainability of renewable energy projects. Rigorous risk assessment requires ongoing dialogue with organisations that work in the field and know the ecology of the most vulnerable species \u2013 such as LIFE Aegypius Return, in the case of the Cinereous Vulture, and <a href=\"https:\/\/www.palombar.pt\/pt\/projetos\/life-sos-pygargus-2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">LIFE SOS Pygargus<\/a>, focused on Montagu\u2019s Harrier (<em>Circus pygargus<\/em>), among others.&nbsp;<\/p>\n\n\n\n<p>In addition to potential mortality, it is also important to consider the indirect threats to biodiversity that renewable energy projects may entail, such as exclusion effects resulting from the loss of feeding, roosting or nesting habitats.&nbsp;<\/p>\n\n\n\n<p>All these aspects must be thoroughly discussed among stakeholders in order to reach balanced, compromise-based solutions that avoid or minimise risks, and to define effective measures to compensate unavoidable impacts.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Renewable energies and the Cinereous Vulture\u00a0<\/h2>\n\n\n\n<p>The LIFE Aegypius Return partners have been developing and sharing <a href=\"https:\/\/4vultures.org\/pt\/blog\/wind-energy-and-safety-distances-new-guidelines-to-protect-the-cinereous-vulture\/\" target=\"_blank\" rel=\"noreferrer noopener\">technical guidelines<\/a> aimed at reconciling the expansion of renewable energies with the conservation of the Cinereous Vulture, a threatened and priority species for conservation. To this end, they reiterate their willingness to engage in transparent and constructive dialogue with all parties involved in order to seek sustainable and balanced solutions that enable the necessary energy transition to mitigate the climate crisis, without exacerbating the ongoing biodiversity loss crisis.&nbsp;<\/p>\n\n\n\n<p>The project closely monitors the development of new renewable energy ventures that may affect the species, with particular attention to those located near the <a href=\"https:\/\/4vultures.org\/pt\/blog\/strategic-cinereous-vulture-colony-in-southern-portugal-under-serious-threat\/\" target=\"_blank\" rel=\"noreferrer noopener\">Vidigueira\/Portel<\/a> and Tejo Internacional colonies \u2013 respectively the most recent and the oldest breeding colonies in Portugal. Both are of strategic importance for the species\u2019 conservation and for maintaining connectivity between the various breeding colonies.&nbsp;&nbsp;<\/p>\n\n\n\n<p>To date, the LIFE Aegypius Return project has produced around forty scientifically grounded technical opinions, incorporating <a href=\"https:\/\/4vultures.org\/pt\/blog\/life-aegypius-return-reaches-milestone-of-50-cinereous-vultures-fitted-with-gps-gsm-transmitters\/\" target=\"_blank\" rel=\"noreferrer noopener\">GPS\/GSM tracking<\/a> data from dozens of tagged birds, nesting information, colony expansion forecasts, and impact assessments for proposed projects, along with recommendations for risk mitigation and reduction. The majority of these opinions have supported the implementation of the projects, usually accompanied by recommendations for design adjustments to safeguard the Cinereous Vultures. Among the proposals discussed were the creation of regular dialogue platforms and the development of digital tools for information sharing, including geographic information systems that centralise data on projects at different stages of planning and implementation, enabling a coherent assessment of cumulative impacts on threatened or disturbance-sensitive species.&nbsp;<\/p>\n\n\n\n<p>The energy transition is essential and represents a strategic ally in the fight against the climate crisis. However, the biodiversity crisis &#8211; which exacerbates the climate crisis itself &#8211; must not be overlooked. Building joint solutions through cross-sector co-operation will be key to achieving true sustainability &#8211; environmental, social and economic.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image
